LLG leaders of Rabaul District in East New Britain are attending a week-long induction program at Malaguna Technical Secondary School Hall starting on Monday.

Participants include the Rabaul Town Mayor, three LLG Presidents and the 49 ward members including their Ward Development Committee’s and ward recorders.
This induction program is an initiative of the East New Britain Provincial Administration (ENBPA) led by the Division of District, LLGs & Ward Affairs, supported by various divisions of ENBPA.
With the theme “Resetting Fundamentals of Change, Transforming the Future,” the induction seeks to educate and empower LLG leaders to better understand the LLG government systems and leadership roles and setting their foot in the right path for the next five years.
Officially opening the induction week program was Rabaul MP Dr. Allan Marat who shared the Bible text Jeremiah 1: 5 which emphasizes on God’s plan on us even before we were born.
“You are special, before you were formed in your mother’s womb, God chose you and sanctified you. He knew you and had a plan for you,” Marat recited.
He further told participants that they are not regular people but aspiring and visionary leaders and that God has chosen them to lead his people.
Also speaking during the opening of the induction program was Deputy Provincial Administrator Danley Puapena who stressed on the importance of the induction and added that good leadership and governance drives development.
“Despite the several LLG election deferrals, this is now the last lag of the election process which is the induction. As leaders we have to understand the local context of our communities and be responsive to local needs and concerns when arise,” Puapena said.
He reminded the leaders that their conduct and integrity is important and further encouraged the participants to learn as much as they can from the different presentations by the various divisions and stakeholders.
Sessions covered include Legal Basis & Policy Framework of LLGs and their leaders, Leadership Code, Principles & Values for Ethical Leadership and Management, LLG and Ward Governance, Structure and Function, Ward Office Management and others.
