Police, NHC sign Housing Agreement to help officers own homes

Royal Papua New Guinea Constabulary officers will have an opportunity to own homes under the Police Housing Ownership Scheme Policy 2025–2030 following the signing of a Memorandum of Agreement between the RPNGC and National Housing Corporation.

Police Commissioner David Manning, NHC Managing Director Abel Tol and Chairman James Wong signed the agreement at Police Headquarters in Port Moresby yesterday.

The scheme is aimed at providing police officers with access to housing opportunities and the ability to own private property after years of service to the State.

Commissioner Manning said housing was an important part of building a disciplined, professional and effective police force because officers needed security for their families and future.

“We want better policing in the country while the Blue Officers worried about their families and future at the end,” he said.

Mr. Manning said officers who were concerned about their families and housing security could find it difficult to fully focus on the demands of national security.

“A police officer who returns to a secure home, with his family settled and safe, is an officer who will serve with pride, discipline, and total commitment to this nation,” he said.

He said the scheme also recognised the sacrifices made by police officers who put their lives on the line in serving the country.

“Our Police officers put their life on the line daily. They deserve to own when the service to the state comes to an end,” Mr. Manning said.

He described the housing scheme as part of the Constabulary’s transformation under the Marape-Rosso Government.

“This is nation-building. We are not just giving houses. We are giving dignity, stability, and a future to the families who sacrifice daily for Papua New Guinea,” he said.

Mr. Manning urged serving officers to maintain financial discipline and take advantage of the opportunity provided under the scheme.

NHC Managing Director Abel Tol said the Police Housing Ownership Scheme Policy 2025–2030 was the first of its kind and had gone through the required processes before the agreement was signed.

“For the first time ever in the nation’s history, we came up with the Police Housing Ownership Scheme Policy 2025–2030 passed,” Mr. Tol said.

“This MoA signed today has gone through very hardship. It has been sent to the State Solicitor and to the institutions, and finally, we signed,” he said.

Mr. Tol said the policy would guide how police officers apply for housing through the appropriate process.

He confirmed that NHC had allocated the first 100 houses with clear land titles, including four-bedroom houses that had been built but not yet allocated.

He called on police officers throughout the country to apply through the established process following the signing.

Mr. Tol said a housing committee had also been established to oversee the allocation process.

“We have the housing committee established, and this authority will be working independently based on transparency, accountability, and trustworthiness, so whoever fulfills the requirements will be allocated the house,” he said.

He said NHC would initially unlock land and housing opportunities in Port Moresby before rolling out the scheme to other parts of the country. 

“A stronger police force means a safer community. A safer community means a stronger Papua New Guinea,” Commissioner Manning said.

The agreement was witnessed by Deputy Commissioners, senior RPNGC officers and NHC executives and Chairman James Wong.
