Prime Minister James Marape, Minister for International Trade and Investment, Richard Maru, NCD Governor Powes Parkop, investors and others last night launched two more 22-storey towers to be built at a cost of K350 million at the Paga Hill precinct’s Special Economic Zone for tourism.
The groundbreaking of the towers marks second stage development of the Paga Hill Paradise project.
Paga Hill Paradise development project not only celebrated the completion of its first stage development but also the groundbreaking of its second stage development.
Speaking on behalf of development partners at the event, Billy Lin described the occasion as a moment that linked past achievement with future plans.
The second stage development, he said, is expected to create about 500 jobs for local workers.
“It will include two towers. One will be a 22-storey office tower with 29,000 square meters of office space available for sale and lease. The second will be a residential tower with 98 luxury apartments, including two bedroom and three-bedroom units and penthouses,” he said.
Construction for the Phase Two is planned to begin in March 2026 and is expected to finish by April 2028.
When completed, the three buildings will form a major landmark at Paga Hill, he said.

Mr. Lin confirmed in an additional announcement that pre-sales for Phase Two officially opened last night with more than 30 units already reserved.
Buyers who missed out on Phase One were encouraged to act early, he said.
He said Phase One stands as proof of vision, teamwork and determination, while the land set aside for Phase Two represents promise and growth.
Phase One of Paga hill Paradise is a 22 storey residential apartment building with 83 units. The apartments range from one-bedroom homes to high end penthouses. The total investment for this phase was more than K130 million.
Mr. Lin said construction began in early 2023 and was completed in December 2025. Despite delays caused by weather and other challenges, the project team successfully delivered the building.
“Handover of apartments to owners started last month and more than 30 units are already occupied.
All units are expected to be fully tenanted by April 2026.”
Mr. Lin described, seeing the project move from early design to final completion as a “journey of a lifetime”.
He thanked investors and financial partners for their support, government authorities for their guidance, and architects, engineers and contractors for their hard work.
Special appreciation was also given to buyers of Phase One, saying they are the reason behind the development.
Phase One, Mr. Lin said, is not the end but a strong foundation. Since the groundbreaking ceremony in September 2022, led by the Prime Minister James Marape and Governor Powes Parkop, plans for Phase Two have always been part of the vision.
Mr. Lin said the land prepared for Phase Two is full of potential and reflects a strong commitment to continue investing in Papua New Guinea.
He described it as both a celebration and a beginning.
Mr. Lin thanked all partners and supporters for being part of the journey.
