A new classroom for Ramandu Elementary School was officially opened last Friday at Ramandu Zone 1, Ragaga Ward, Inland Baining LLG, marking a historic milestone for the local community after more than 16 years of students learning under makeshift shelters.
The opening brought together the Ragaga community, Rabaul and Gazelle district representatives, teachers, parents, and students to celebrate improved access to a safe and conducive learning environment for young children.

Ragaga Ward Member Samson George described the occasion as a significant and history-making event for the people of Ramandu.
“For 16 years, our students were taught under temporary shelters exposed to wind and rain. Many children became sick from sitting in dust. Today, we finally have a proper classroom that will provide a better teaching and learning environment,” he said.
Mr George stressed that the new facility must be matched with strong commitment from both teachers and parents. He called on teachers to maintain regular attendance and remain in classrooms from 8.00am to 2.00pm to ensure quality learning outcomes.
He also warned that the Ward Development Committee (WDC) would work closely with local authorities to monitor parents and ensure children attend school, rather than roaming in the bush or working in gardens and cocoa blocks.
“Under the Lukautim Pikinini Act, we will ensure our children go to school. Education must come first,” he added.
The classroom project was made possible through strong community participation led by the Ramandu Youth Association, with building materials valued at K20,000 funded by the Rabaul District Administration through its District Social Sector. The school is located within Ramandu Plantation, which is owned by the Rabaul District Administration.
Rabaul Deputy District Administrator for Operations, Petrus Maninga, said the district recognized the importance of early childhood education and therefore supported the establishment of the classroom.
“Investing in early learning is investing in the future of our communities. This partnership shows what can be achieved when districts and communities work together,” Mr. Maninga said.
Inland Baining LLG President Misiel Waliria expressed appreciation to Rabaul District for extending assistance beyond its boundaries into Gazelle District.
“We thank Rabaul District for coming right out to Gazelle and supporting this project with K20,000. This assistance has helped deliver important school infrastructure for our children,” he said, while also commending the strong community participation that drove the construction.
The occasion also marked the launch of the Ramandu Youth Association’s three-year Development Plan, with the new classroom identified as one of the association’s flagship projects.
The Ramandu Youth Association aims to unite young people through positive community engagement, keeping youths away from social problems while encouraging participation in meaningful development initiatives.
