TotalEnergies appoints Dadi Toka Jr as Public Service Manager

TotalEnergies EP PNG Limited has appointed former Motu Koita Assembly Chairman and former National Capital District Deputy Governor Dadi Toka Jr as its new Public Affairs Manager, effective from July 1, 2026.
Mr. Toka will lead the company’s government and institutional relations and stakeholder engagement, supporting TotalEnergies’ commitment to responsible resource development and long-term partnerships in Papua New Guinea.
His appointment comes as TotalEnergies continues preparations for the Papua LNG Project, one of the country’s largest energy developments.
The company said Mr. Toka brings extensive leadership experience from both the public and private sectors, having held senior executive, governance and advisory positions throughout Papua New Guinea.
Before taking up his new role, Mr. Toka served as Chairman of the Motu Koita Assembly and Deputy Governor of the National Capital District from 2018 until July 2025, where he championed local governance, urban development and greater economic participation for indigenous communities.
Earlier, he served as Chief Executive Officer of the Papua New Guinea Cancer Foundation between 2013 and 2018, leading national cancer awareness campaigns, healthcare advocacy and corporate social responsibility initiatives.
Mr. Toka also previously chaired the Port Moresby General Hospital Board, overseeing governance and institutional development at the country’s largest referral hospital.
TotalEnergies said his appointment reflects the company’s continued commitment to strengthening stakeholder engagement and supporting the responsible development of its operations in Papua New Guinea.
As Public Affairs Manager, Mr. Toka will play a key role in maintaining relationships with government, landowners, communities and other stakeholders as the company progresses major energy projects, including Papua LNG.
