The road will carry dreams and opportunities for the people of Bougainville: Contractor Ms. Brown

Raibro Construction Limited Managing Director and Chief Executive Officer Ms. Jenifer Brown have welcomed the signing of a major road contract between the Department of Works and Highways, and the Autonomous Region of Bougainville.

She described it as a foundation for long-term development.

Ms. Brown made the remarks in the DoW headquarters in Port Moresby during the signing of the agreement for the upgrading and sealing of the 10-kilometer Chabbai to Tonn Road in Bougainville.

“I am deeply grateful for the trust and confidence placed in me and in Raibro Construction Limited through the award of this important project,” Ms. Brown said. “This is both an honor and a responsibility that we take very seriously.”

She said the project was not just about road construction, but about improving lives and creating opportunities for the people of Bougainville.

“Today, we are not merely signing a contract. We are laying the foundation for progress, connectivity, and long-term development,” she said.

Ms. Brown acknowledged the leadership of the national and regional governments, saying their commitment to infrastructure was delivering real benefits.

She thanked the Marape-Rosso Government and the Toroama-Masatt Government for their shared vision and also acknowledged key leaders and officials who supported the project, including Regional Member for Bougainville Peter Tsiamalili Jr, ABG Minister for Infrastructure and Utilities Patrick Nisira, and Department of Works and Highways Secretary Gibson Holemba.

She also recognized ABG Chief Secretary Kearnneth Nanei and Bougainville Provincial Works Manager Paul Pitaro and his engineering team for their continued support.

Ms. Brown said Raibro Construction had more than 22 years of experience in road construction across Papua New Guinea and had been operating in Bougainville since 2016.

“Since establishing our operations in Buka, we have delivered many road and bridge projects across Buka Island and throughout North, Central, and South Bougainville,” she said.

She highlighted several completed projects, including the sealing of the Buka Ring Road from Salasa to Pitono, sealing of Buin town roads, the Wakunai road from Laun Primary School to Pitpit Bridge, and the Tortei to Chabbai road section completed in June 2025.

Ms. Brown assured the government and the people of Bougainville that Raibro had the capacity and experience to deliver the new project on time and within budget.

“Our bid was based on quality, and we are fully committed to delivering the high standard of workmanship that Raibro is known for,” she said. “We will ensure that every stage of the works meets the highest standards of quality, safety, and environmental responsibility.”

She said the road would reduce travel time, improve safety, support local businesses, and strengthen community access to services.

“This project is more than an engineering achievement. It is an investment in the future,” Ms. Brown said.

She admitted challenges could arise but said they would be managed through teamwork and cooperation.

“This is not just a contractor’s project, and it is not just a government project. It is our project,” she said.

Ms. Brown ended her remarks by calling the project a symbol of national progress.

“As we put pen to paper today, we are writing a new chapter in our nation’s development story,” she said. “This road will not only carry vehicles. It will carry dreams and opportunities for the people of Bougainville.”
