K10 million again: Governor Rapa makes significant investment in education

Western Highlands Governor, Wai Rapa has once again demonstrated his unwavering commitment to education by allocating K10 million for the Western Highlands Tertiary Students Tuition Fee Subsidy Program for 2026.

The Tuition Fee Subsidy Program, first introduced in 2023 as one of Governor Rapa’s flagship policies, has become a cornerstone initiative aimed at empowering young people through improved access to higher education and skills development.

The program reflects the Governor’s long-term vision of investing in human capital as the foundation for sustainable provincial development.

In its inaugural year in 2023, the Western Highlands Provincial Government committed K10 million, benefiting 2,500 tertiary students, seven overseas scholarship recipients who received K70,000, and 29 students at the Legal Training Institute, supported with K56,000.

Encouraged by its success, the program expanded in 2024 with another K10 million, assisting 5,000 Western Highlands students enrolled in tertiary institutions across Papua New Guinea.

The commitment continued in 2025 with a further K10 million allocations, reinforcing the Provincial Government’s dedication to education despite competing fiscal demands.

With the latest K10 million allocations for 2026, total funding under the program now stands at K40 million, making it one of the most impactful provincial education support initiatives in the country.

Since last week, students from various universities and colleges have been gathering to collect application forms for this year’s subsidy, reflecting the high demand for the program and its critical role in easing the financial burden faced by parents and guardians in meeting tuition costs.

Representing Western Highlands students and parents, Kevin Alko said Governor Wai Rapa is investing heavily in education across the province.

“Governor Wai Rapa is funding more money into education, especially school fee assistance, buying school vehicles, building new classrooms and establishing new TVET schools in the province,” Alko said.

“Unlike previous governors, Governor Wai’s actions speak louder than words. He is delivering extremely well within a short period of time, with fairness, transparency and accountability.”

The positive outcomes of the program are already visible across the province. Many beneficiaries have successfully completed their studies and are now serving as engineers, teachers, health workers, and professionals, contributing meaningfully to the social and economic development of Western Highlands Province.

Beyond financial assistance, the Tuition Fee Subsidy Program has fostered a culture of learning, ambition, and achievement among young people. It stands as more than a scholarship initiative—it is a strategic investment in the future of the province.

Under the visionary leadership of Hon. Governor Wai Rapa, the Western Highlands Provincial Government continues to place education at the heart of development, ensuring that no capable student is left behind due to financial constraints and offering hope and opportunity to the next generation of leaders.
