Talks will be held in Shenzhen, China today to secure funding for a proposed K500 million waste-to-energy project that is expected to generate 10 to 20 megawatts of electricity.
This volume of energy is enough to power one-quarter of PNG capital Port Moresby, including all street lighting and public facilities such as markets, stadiums, parks, and beaches.
“This visit marks an important step in strengthening our partnership with our sister city, Shenzhen, and partners in Guangdong Province as we pursue transformative projects that will support clean energy, modern infrastructure, and sustainable development for Port Moresby,” Governor Parkop said it via a statement from Shenzhen last night.
NCD Governor Parkop and City Manager Ravu Frank with officials arrived in Guangzhou City, Guangdong Province, China on Tuesday.
This visit to China was arranged at the invitation of the Shenzhen Municipal Government under the sister city agreement with the City of Port Moresby and the municipal authority, NCDC.
The invitation also came at the behest of Shenzhen Energies and China Construction Steel Corporation through their municipal government.
Delegates led by Governor Parkop include City Manager Ravu Frank, Ms. Janet Haua from NCDC Special Projects, NCD Women’s Commissioner Elis Siki, Dr Newton Albert, and Mr. John Makop from the NCD Governor’s Office.
During their visit, they will discuss joint initiatives to build a waste-to-energy plant at Baruni Landfill in Port Moresby that will convert all Port Moresby waste into power.
“Feasibility studies have been undertaken over the last two years, and we are now in the final stage of negotiations to secure the development of this vital and impactful project for Port Moresby.
This will be a game changer for waste management, cleanliness, and energizing the city, and we are keen to get this project going without delay,” Governor Parkop said.
Governor Parkop said they also plan to discuss funding for:
● Construction of three provincial markets similar in size to Gordon’s Market.
● Construction of a solar farm to support the waste-to-energy project at Baruni.
● Construction of a Level 4 hospital for NCD.
● Procurement of electric buses and vehicles to replace the public and school buses that NCDC operates.
● Improving tourism between Port Moresby and Guangdong Province, building on China Southern flight connections and other cultural and sporting exchanges between the two sister cities and provinces.
Discussions will also feature increased cultural and business exchanges and cooperation, as well as APEC 2026, which will be held in Shenzhen in November 2026.

On their arrival, Mr. Li Hongzhi, Deputy Director of the Foreign Affairs Office of Guangdong Province, received the delegation and also hosted them for dinner.
